A Memorial Day Message

Senator Carl L. Marcellino

Dear Neighbor:

On Memorial Day, our nation will join together to honor the members of our military who have made the ultimate sacrifice protecting our freedoms.  These brave men and women from across our country are the very reason we can enjoy the lives we lead and it is so important that we honor their service and sacrifice.

Here is my Memorial Day video message to pay tribute to these heroes http://email.sts.nysenate.gov/wf/click?

It is my hope that we can all take some time during this weekend to remember those we have lost as well as the sacrifice of the family members who survive them.

Please have a safe Memorial Day and God Bless America.

Sincerely,
Carl L. Marcellino

STUDENTS SHADOW RAIA AT CAPITOL

Assemblyman Andrew Raia (R,I,C-East Northport) was joined by three local high school students from the 13th annual Students Inside Albany (SIA) Conference. The three students from Raia’s district were chosen to attend the four-day conference and shadow Assemblyman Raia for the day. The SIA Conference, sponsored by the League of Women Voters of New York State Education Foundation, is an interactive conference bringing together high school students from across the state to learn about how their state government functions and how they can be more active in policy making areas.

“It’s so encouraging to see local students taking an interest and active role in our state government. The out of the classroom education that’s provided by the Students Inside Albany Conference is some of the most rewarding and valuable education that students can receive,” said Raia. “I’m honored to be given the opportunity to give these young women a different perspective on political participation from that which they are so used to learning and hearing about in the classroom.”

THROUGH SILENCE, NEW YORK DEMOCRATS DECLARE WAR ON WOMEN IN ALBANY

THROUGH SILENCE, NEW YORK DEMOCRATS DECLARE WAR ON WOMEN IN ALBANY

Not a Single New York Democrat Has Called on Speaker Silver to Step Aside as Assembly Leader After Third Sex Pay-off

ALBANY, NY…September 6 – New York Democrats have effectively declared war on women in Albany by blindly protecting embattled Assembly Speaker Sheldon Silver (D) who — for at least the third time — has arranged a secretive taxpayer-funded hush money payoff to the alleged victims of sexual assaults committed by one of Mr. Silver’s top political colleagues, New York State Republican Chairman Ed Cox today said.

“Mr. Silver is as guilty of covering up sex crimes in Albany as Penn State administrators were of ignoring the deplorable crimes that occurred there, but not a single Democrat in the state has called on him to step aside,” Mr. Cox said. “At least three times, Speaker Silver has chosen to circumvent the criminal justice system upon learning of sexual offenses by his close Democratic colleagues, offering hush-money pay-offs instead. Well, it’s three strikes and you’re out,” Mr. Cox continued. “Speaker Silver has to go, and New York Democrats choosing party loyalty to the Speaker over their duty to prevent the reoccurrence of these crimes against women working in the Assembly should be shown the door as well.”

Mr. Silver is currently at the Democratic National Convention in Charlotte, NC where he leads the New York Democratic delegation. That delegation incredulously gave him a standing ovation yesterday morning to show their support of him.

2012 Legislative Session Closes

Dear Neighbor:
As the 2012 Legislative Session now draws to a close, I am pleased to report that tremendous progress has been made on a variety of critical issues, and that New York State is continuing to move in a new, stronger and more positive direction.
  • In both 2011 and 2012, we enacted two consecutive on-time state budgets — both of which reduce overall spending, include no new taxes or fees, and will help create new private sector jobs.
  • We’ve taken major steps to promote new job creation — reducing taxes on small businesses, establishing the NY Works program to revitalize our infrastructure, and launching the SUNY 2020 plan to spark economic growth at our State University centers.
  • We enacted a two-percent property tax cap that is helping to put the brakes on skyrocketing local property taxes.
  • We approved new pension and Medicaid reforms that will produce huge savings for local governments and taxpayers.
  • We expanded insurance coverage for the screening, diagnosis and treatment of autism.
  • We created I-STOP to improve public safety and make New York a national leader in combating prescription drug abuse.
  • We rolled back the notorious MTA Payroll Tax for 290,000 small businesses and more than 410,000 self-employed taxpayers.
  • We approved a Middle Class Tax Cut and Job Creation Plan to reduce taxes for millions of hardworking New Yorkers — bringing middle class tax rates down to the lowest level in 58 years.
  • We’ve enacted dozens of landmark new laws; from expanding the state’s DNA database, to combating domestic violence to cracking down on child pornography — the list of solid legislative achievements goes on and on.
The bottom line is that partnering with Governor Andrew Cuomo we were able to deliver real results.  In contrast to the gridlock that has gripped Washington D.C., we have set aside partisanship and finger-pointing, and replaced them with a “can-do” spirit. As a result of these efforts, we’ve made great progress in moving our State in a new, stronger, and more positive direction.
But while we’ve clearly come a long way, there is still more work ahead, more challenges to overcome, and more progress to be made.  With this in mind, you can rest assured that I will continue fighting tirelessly for you, your family and our community each and every day.
Sincerely,
Carl L. Marcellino

CONTE ANNOUNCES THE PASSAGE OF LAUREN’S LAW

CONTE ANNOUNCES THE PASSAGE OF LAUREN’S LAW
Assemblyman Jim Conte (R,I,C,WF-Huntington Station) today announced the passage of Lauren’s Law. Conte, a sponsor of the bill and two-time organ-transplant recipient, noted that the bill will help increase organ-donor enrollments throughout the state as well as prolong and enhance the lives of thousands of New Yorkers waiting for a transplant.
The legislation is named after Lauren Shields, a heart-transplant recipient who celebrated her 12th birthday this past April.
“I am incredibly grateful for the second chance I have been given by receiving two kidney transplants. These acts of kindness have allowed me to raise my family and lead a full and productive life,” said Conte. “By increasing awareness about the real and urgent need for organ and tissue donations, Lauren’s Law will ensure that more New Yorkers participate in the state organ and tissue donor registry and help the thousands of patients awaiting transplants for organ, eye, tissue, bone marrow and blood.”
In 2009, New York ranked last in the country for the number of new donors, something Lauren’s Law will change by increasing enrollment on the state organ-donor registry by prohibiting a driver’s license application from being processed unless the organ-donation section is filled out. While there is an existing organ-donation section on the application, applicants are currently not required to fill it out.
“I am very pleased to have had a hand in crafting and promoting this important public health legislation,” said Conte. “Its passage will truly make a difference to the thousands of New Yorkers awaiting a transplant.”
Individuals who would like to become organ and tissue donors may sign up online at the New York State Organ and Tissue Donor Registry, www.savelivesnewyork.org.

Senate Acts to Combat Prescription Drug Abuse in New York State

Dear Neighbor:

Across the nation, prescription drug abuse has reached crisis proportions – destroying young lives, harming local communities and creating a tremendous new burden for law enforcement.
In fact, a recent national study showed that prescription painkillers are now responsible for approximately 15,000 deaths and 475,000 emergency room visits a year, killing more people than car accidents.
Here in New York, we are fighting back to save lives, prevent tragedies, and keep our kids safe and free from prescription drug abuse.
Working in a bi-partisan way with Governor Cuomo, we have just forged a new agreement on a comprehensive prescription drug reform bill that will help make our state a national leader in curbing prescription drug abuse.
Known as the Internet System for Tracking Over-Prescribing Act, or “I-STOP,” this important legislation includes the following:
  • Creating a modernized and improved “real time” Prescription Monitoring Program that practitioners and pharmacists can securely and easily access, allowing them to view their patients’ controlled substance histories;
  • Requiring e-prescribing, making New York a national leader by being one of the first states to move from paper             prescriptions to a system mandating electronic prescribing;
  • Updating controlled substance schedules to align New York’s Controlled Substances Act with Federal Law and changing the schedules for hydrocodone compounds and tramadol to reduce abuse;
  • Enhancing the Prescription Pain Medication Awareness Program to educate the public and health care practitioners about the risks associated with prescribing and taking controlled substance pain medications; and
  • Establishing a Safe Disposal Program to increase the options available to safely dispose of unused controlled substances and prevent people who abuse prescription painkillers from obtaining them from friends or relatives.
Both the Senate and Assembly have unanimously approved this important legislation, which will soon be signed into law by Governor Cuomo.
Sincerely,
Carl L. Marcellino

CONTE LETTER URGES GOVERNOR TO SUPPORT MANDATE RELIEF

Assemblyman Jim Conte (R,I,C,WF-Huntington Station) sent a letter to Governor Cuomo today urging him to support Assembly bill 8447, a measure limiting unfunded mandates. Assemblyman Conte called on the Governor to make mandate relief a bipartisan issue, as he did to pass the property-tax cap last year.

“I am respectfully urging you to use the bully pulpit to help the Legislature pass Assembly bill 8447 before the conclusion of this year’s legislative session,” said Conte. “This legislation would lower mandatory costs on local governments and school districts by implementing a spending growth cap, requiring public employees to share rising health insurance premiums, limiting unfunded mandates and reducing bureaucratic reporting requirements under New York State’s education law.”
“The result of these changes will mean more resources for our classrooms and local government services and lower taxes for homeowners,” said Conte.
Conte cited two of the necessary three steps that have already been taken to cut local property taxes in his letter to the Governor. First, the capping of property taxes, which has provided much needed relief to taxpayers statewide; second, increasing state school aid, which has helped decrease the tax burden on local districts while investing in the future of students in Long Island. Due to the steps already taken, school-tax increases have been held to their lowest level since the mid-1990s, but more work is yet to be done, explained Conte.
“The Governor’s leadership is needed to move this crucial mandate relief forward and ensure that the success of the past two years is not lost in the last month of session,” said Conte. “Long Island needs mandate relief; it is the lynchpin toward providing long-term tax relief to homeowners, while easing the burdens the State places on our local schools and governments.”
